Quebec City (Quebec) August 31, 2014 – After a failed attempt by the city in conjunction with real estate developer Sébastien Leboeuf, the city’s administration have announced they are launching a third attempt at finding an interested developer for the planned Pointe-aux-Lièvres écoquarter, districts designed, built, and occupied in a way that is environmentally-friendly and on the edge of “green” technological development.

The city has put an area of some 5000 square metres up for the project, and has made the call for proposals as wide-ranging as possible. City officials will evaluate proposed projects based on its ecological and technological merits, with the actual asking price representing only 10% of the overall evaluation “points”. The bulk of the score for determining which promoter’s project will be kept will be based on the ability to come up with “a sustainable construction project of urban housing meeting the needs of families”.

The city’s had originally awarded the area, as well as another similar project in the D’Estimauville area, to Sébastien Leboeuf in 2012. However, a series of financial troubles had forced M. Leboeuf out of both projects by late 2013, citing difficulties in Québec’s housing market. The city hopes this new fresh start will attract other promoters able to see the project through.
