NBC Meets With Mayor Labeaume Over Gilmour Hill

Gilmour Hill – The NBC meets with Mayor Labeaume

Québec, January 2011 – Recently, the National Battlefields Commission (NBC) met with Québec City’s mayor, Mr. Régis Labeaume, to discuss his intention of seeing Gilmour Hill open year round.

The representatives of the Commission, namely the deputy chairman, secretary and assistant secretary, then told the mayor that a mandate had been entrusted to Public Works and Government Services Canada (PWGSC) for a study of the various elements to be considered when assessing the possibilities of opening Gilmour Hill during the winter season.

The analysis, which concerns the section linking Champlain Boulevard to Grande Allée (at the intersection of de Bougainville Street) will identify, among other things, the stakes, as well as the biophysical (including vegetation) and technical (infrastructures) components resulting from winter traffic.

The environmental and statutory standards in force will also be examined from the standpoint of the use of de-icing and abrasive products and snow and waste water disposal. As well, the City will be consulted to make a list of safety standards and rules for snow removal on thoroughfares presenting certain similarities with Gilmour Hill.

Therefore, based on the conclusions and considerations of this study, and taking into account the fact that the Commission is responsible for preserving the Park’s natural and historical character, it will be in a position to appreciate what will happen next. The expert report is expected in March.
