New development plan by the MRC for la Côte-de-Beaupré

To exercise greater control over the development and use of its territory, the MRC of La Côte-de-Beaupré has adopted a new development plan that puts particular emphasis on the protection and enhancement of heritage sites and old routes as well as the revitalization of the main transportation arteries which include the 138 and l’avenue Royale.

“This Master Plan outlines measures that not only protect structures and large areas of land that are in urban, agriculture and forest environments, but also contribute to their harmonious development,” it said in the introduction to the 400 page document available on the MRC website.

The adoption of this scheme was necessary, according to the authors, to protect the highest standard of the living environment in the rural, agricultural and forest territories. “This way of life is threatened, however, by the management of urbanization and developmental pressure, and has been for several years. If efforts are not made​​ the territory will reached a point of no return.”

This scheme is the final step in the strategic planning for sustainable development. The objectives are many. The MRC wishes to “responsibly” manage urbanization, create green corridors to protect natural environments in municipalities, protect the cultural values and the river and its banks. We want to provide the major arteries which include the 138 and l’avenue Site Planning and Architectural Integration.

The Approach

In the coming months, municipalities including the Quebec Metropolitan Community and the Ministry of Municipal Affairs, Regions and Land Occupancy will send their comments regarding the proposed development plan. A public consultation will take place on June 12 at 7 pm at the MRC’s office in Château-Richer. The MRC of La Côte-de-Beaupré will then analyze their recommendations and those of citizens before proposing a final version of the plan which is scheduled for adoption in autumn 2013.
