Student Fees Hole Needs Plugging

Quebec will have to find $904 M over the next six years to compensate for the gaping hole generated by the cancellation of the raising of university school fees.

The missing amount for universities will increase from one year to the next. Right now, the amount is $30 M and will reach $64 M in 2013-2014, $97 M the following year, to end up at $225 M in 2018-2019. In total, the $904 M gap will be spread over a seven-year period.

Ouch.

The money will come from either additional revenue sources or from financial reorganization. This amount doesn’t necessarily correspond to the compensation disbursed in the 18 Quebec universities.

The Marois Government will attempt to close the gap by reducing or abolishing income tax school credits.

This fiscal expense, objective being to favour access to higher education levels, has reached $158 M in 2011.

For students, the total bill for student education rights will be lighter by around $696 M in 2019, with $170 M per year, unless the government decides to index-link this to the rate of inflation.

The improvement measures introduced by the financial help for education by the former (Liberal) government are maintained for 2012-2013, but will be brought back to the 2011-2012 level because of the cancellation of the raise.
